I think they were certainly involved; maybe not as a government, but powerful Israelies in both Israel and the U.S.!!!! Silverburg? and his partner were involved and probably the Mosad secret intelligence force.
Yeah Silverstein, and Frank Lowy were the wtc leaseholders, both Jewish. WTC security was run by Kroll associates run by Jules Kroll and Jerome Hauer, both Jewish. Airport security was run by Israeli security firm ICTS owned by Ezra Harel and Menachem Atzmon, who are ex-mossad and ex-likud official respectivley.

The Pentagon was completely run by Wolfowitz, Perle, Feith, Eliot Cohen, and Dov Zakheim. Then their puppet Rumsfeld. The Defense Policy Board is the most powerful body in the Pentagon, it was headed by Richard Perle and most of the members were Jewish including Kissenger, James Schlesinger, Eliot Cohen, Wolfowitz.
